Blue Tree has built an expertise in Clean Energy Program Design through its engagement in the development and implementation of Clean Energy Works Portland.
Clean Energy Works is a leading national model on deployment of public investment dollars available from the Energy Efficiency Block Grant (EECBG) made available through the American Recovery & Reinvestment Act. The program delivers economic stimulus and job creation through a service delivery platform enabling homeowners to make their house more energy efficient.
Clean Energy Works is backed by a below market rate financial product that is repaid on a participants utility bill with the energy savings generated from the energy efficiency retrofit work. The goals of the program are job creation, energy and carbon emissions reduction, and market transformation of the energy efficiency industry.
Blue Tree helped launch the program by working with ShoreBank Enterprise Cascadia and other program stakeholders in the design of the fund structure, on-bill utility repayment mechanism, financial product and overall program implementation.
