John Warner - Senior Analyst

John Warner joined Blue Tree as a Senior Analyst in July 2011. Prior to joining Blue Tree, John served as the Senior Development Manager at the Portland Development Commission (PDC), where he worked for 14 years. At PDC, John managed the Housing Development Section, and was responsible for the acquisition, disposition, and development of agency-owned or controlled real property and the structuring of agency financial assistance to developers of affordable and mixed-income residential and mixed-use projects throughout the City of Portland.  Additionally, John developed and implemented financing strategies and resource development initiatives for middle-income workforce housing development, building energy efficiency and water conservation retrofits, and EcoDistrict development.

John has extensive experience utilizing multiple capital sources for project finance, including conventional debt, tax-exempt bonds; sponsor equity, capital campaign fundraising, program related investments, private foundation grants, investor equity derived from Low Income Housing, New Markets, Historic Preservation, Investment, and Business Energy Tax Credits, as well as the HOME Investment Partnerships Program, CDBG Program, EECBG Program, local urban renewal tax increment financing, fee waivers, and property tax abatements. 

Prior to joining PDC, John served as the Program Manager of the multifamily housing lending program at the Sacramento Housing and Redevelopment Agency, where he had also worked as a financial analyst and loan underwriter.

John holds a Masters of Social Work from California State University, Sacramento, with a concentration in community organizing, planning and administration, and professional certification in housing development finance. He received a Bachelors of Arts in Economics from Hampden-Sydney College in Hampden-Sydney, Virginia.
