Kimberly Pray J.D., LL.M. - General Counsel and Associate

Kimberly provides program development, project management, policy research, industry advocacy, and strategic consulting to Blue Tree clients. She brings to Blue Tree a specialization in advanced taxation law and interdisciplinary expertise in key areas, including clean and renewable energy, green building, and regional food systems.

Kimberly splits her time with Blue Tree as the Assistant Director of the Green Business Initiative at the University of Oregon School of Law. As a member of the Oregon State Bar, she is active in the OSB Taxation Section, Oregon Tax Institute Planning Committee, and as a board member of the Portland Tax Forum.

During law school, Kimberly served as a law clerk at Foster Pepper PLLC, where she worked with the litigation and public finance practice groups. Previously, she served as Director of Development for Ecotrust, where she managed and coordinated grant proposal development and funding requests, cultivated individual donors, and maintained donor relations. Prior to moving to Portland, she served as the Executive Director of a non-profit environmental education organization in the Columbia River Gorge.

Kimberly received her J.D. from Gonzaga University School of Law and went on to earn an LL.M. from the University of Washington Graduate Program in Taxation. She received her B.S. in Environmental Science from Brown University.
